Supervisors Take Actions Related To Bishop Tube Proposal

The Board of Supervisors last Wednesday took actions related to the proposed residential development of the former Bishop Tube property.

  • The Board announced the filing of a comment letter with the Pennsylvania Department of Environmental Protection (DEP) regarding the Prospective Purchaser Agreement (PPA) between the DEP and Constitution Drive Partners, the proposed developer of the property.
  • The comment letter was submitted to the DEP on July 7. The letter was submitted under the DEP’s public comment period on the PPA. Click here to review the comment letter.
  • The Board voted to suspend its support for a request for $1 million from Pennsylvania’s Industrial Sites Reuse Program (ISRP) for required environmental remediation activities at the Bishop Tube site.
  • Pennsylvania’s Industrial Sites Reuse Program provides grants and low-interest loan financing to perform environmental site assessment and remediation work at former industrial sites. In June 2016, the Township submitted a letter to support the ISRP grant. However, since the date of that letter, additional and important information has been provided to the Township that was unknown to the Township at the time of the previous letter. As a result, the Township has informed the Department of Community and Economic Development (DCED) that it is suspending its support for the application pending additional information.   • The Township announced it intends to apply for a Technical Evaluation Grant from the DEP to fund the hiring of a consultant to review environmental remediation plans for the Bishop Tube property.
  • The Township invited Roux Associates of New York to attend the August 9 Board of Supervisors meeting to discuss the drilling of additional monitoring wells in Down East Park.

The actions were taken at the Board of Supervisors regular monthly meeting.
